      Light Brown Apple Moth Resolution

      In Spring of 2008, the California Department of Food and Agriculture (CDFA) had plans to continue an aerial spraying program in Santa Cruz County and surrounding areas in summer of 2008 in attempts to eradicate the Light Brown Apple Moth [LBAM]. The Commission on the Environment was concerned about CDFA's aerial spraying of the Capitola and county-wide population and habitat without first conducting an environmental impact report. The Commission's evaluation resulted in the following findings:

      1. CDFA had failed to show that LBAM represents an immediate threat to agriculture

      2. Aerial spraying of pheromones most likely would not successfully eradicate or control LBAM populations

      3. Aerial spraying of pheromones with its delivery system was hazardous to other insects, aquatic life and people

      4. There were less harmful and more cost-effective ways to control LBAM

      5. CDFA's efforts to continue aerial spraying in attempts to eradicate LBAM should be halted.

      The Commission on the Environment asked Capitola City Council to address this serious concern. On June 12, 2008, the City Council adopted a resolution to oppose aerial spraying for Light Brown Apple Moth.
